Twilio is a multi-channel communications platform that charges US$0.005 per WhatsApp message on top of Meta's fee. WhaBuzz is a WhatsApp-only API that charges a flat monthly fee per number and nothing per message. Twilio is the better pick if you need SMS, voice or global reach. If WhatsApp is the only channel, WhaBuzz's fee stays the same however many messages you send.

## How do WhaBuzz and Twilio compare?

| | WhaBuzz | Twilio |
|---|---|---|
| Who bills Meta's charges | Meta bills you directly, on your own Meta account | Twilio passes Meta's per-template fee through to you |
| Markup on Meta's rate | None | Not published as a markup; Twilio's own per-message fee is added |
| Provider's own fee | ₹500 a month for the first number, ₹250 for each after, plus 18% GST. Nothing per message | US$0.005 per message, inbound or outbound. Monthly fee: not published on the pricing page |
| API shape | Meta's Cloud API request and response bodies, unchanged | Twilio's Programmable Messaging API, with `whatsapp:` addresses |
| Webhook signing and retries | HMAC-SHA256 signature, retries for up to 24 hours, replay for 30 to 365 days | `X-Twilio-Signature`, HMAC-SHA1 with your auth token. Retry count 0 to 5, default 1 |
| Scope | API only: no inbox, campaign builder or chatbot builder | One API for WhatsApp, SMS, RCS, voice and email. No WhatsApp inbox described on its page |
| Region and data residency | Data stored in Cloudflare's Asia-Pacific region | WhatsApp residency: not published |
| Pricing transparency | Flat fee on the pricing page | Public rate card with CSV download; volume discounts may apply |

Per Twilio's pricing page, "Twilio's per-message fee for WhatsApp is $0.005, inbound or outbound". The same page lists an add-on at $0.015 per message for link shortening, click tracking and scheduling, with the first 1,000 free each month. Twilio's page shows no India-specific rate in its visible text.

For a sense of scale, Meta's own rate card for India, effective 1 Oct 2026, lists utility messages at ₹0.115 each (Meta's pricing page). At that rate, Twilio's US$0.005 per message is a large add-on for a utility-heavy workload. Convert at the day's exchange rate before you compare, and ask Twilio for the India rate.

That sentence is from Twilio's Tech Provider program FAQ, so it describes that route. For the standard route, Twilio's pricing page says Meta's per-template fee is passed through to customers.

## When should you pick Twilio?

Pick Twilio if WhatsApp is one channel among several. Twilio's WhatsApp page calls it "a single vendor and API for WhatsApp, SMS, RCS, Voice, Email". One account, one invoice and one set of SDKs across channels is worth real money to a team that also sends OTPs by SMS or makes calls.

Pick Twilio if you operate in many countries. Its network, support structure and track record are far larger than anything a provider that went live on 16 Oct 2026 can claim. Its WhatsApp page cites a Gartner 2026 Magic Quadrant for CPaaS. Enterprise support, contract SLAs and procurement-friendly paperwork are Twilio's home ground.

Pick Twilio if you already have code on its API. Rewriting working sends has a cost.

## When should you pick WhaBuzz?

Pick WhaBuzz if WhatsApp is the only channel and you send in volume. A flat ₹500 a month for the first number (₹250 for each after) does not grow with message count, and Meta's charges go straight to your own Meta account at Meta's rate. See the [pricing guide](https://docs.whabuzz.com/pricing/) and our [India pricing explainer](https://whabuzz.com/blog/whatsapp-business-api-pricing-india/).

Pick WhaBuzz if you want Meta's bodies untouched. You send Meta's JSON and get Meta's errors back verbatim in `error`, with `source: "meta"`, with a `request_id` you can look up. Docs written for Meta's Cloud API apply as they are.

Pick WhaBuzz if you want signed webhooks with a long retry window, a `dedupe_key` on every event and replay. Details are in the [webhooks guide](https://docs.whabuzz.com/guides/webhooks/) and [our webhook reliability post](https://whabuzz.com/blog/whatsapp-webhook-reliability/).

WhaBuzz has no inbox, no campaign builder and no chatbot builder, and it has no SMS or voice. Python and PHP SDKs are coming; the Node SDK is live.

## How do you move from Twilio to WhaBuzz?

Your WhatsApp Business Account and approved templates belong to Meta, not to Twilio, if the account is in your name. WhaBuzz connects to the account itself. The steps are in the [migration guide](https://docs.whabuzz.com/guides/migrating/): check who owns the account, connect it with Meta's signup popup, sync templates, add a webhook endpoint, then change your send code.

The send change is the main work. Twilio's Messages call becomes Meta's body: `to` and `from` as plain numbers or number ids, not `whatsapp:`-prefixed addresses, and template variables as `components[].parameters[]`. Keep Twilio's callbacks running until you have seen traffic arrive on WhaBuzz. Message history stays with Twilio.
